This is a US military surplus Specter Gear universal double magazine pouch.

The flap length is adjustable, allowing it to hold magazines for various firearms; it can hold four M4 magazines, or two AK or M14 magazines.

It attaches securely to MOLLE-compatible vests and backpacks using MOLLE webbing.
